Horizon Europe 2025 – Draft Work Programme for Culture and Creativity

The European Commission has shared the draft Horizon Europe Work Programme 2025 for Cluster 2: Culture, Creativity and Inclusive Societies, ahead of its official launch on 15 May 2025. Due to tight deadlines, early preparation is essential. 

One of the key topics is “Cultural Strategies for Peace”, focusing on culture and creativity as tools for conflict prevention and post-conflict reconciliation. This may be particularly relevant to institutions working on peacebuilding, heritage, and cultural innovation. 

Draft priority topics include: 

• Resilient cultural heritage partnerships 

• Intangible cultural heritage for societal resilience 

• European Collaborative Cloud for Cultural Heritage 

• AI for creativity-driven innovation 

• Evolution of culture in a virtualising world 

• Europe as a design powerhouse 

• Cultural strategies for peace 

• Bridging past and future through contentious heritage 

• Arts and health
