CAE Launches “Towards the Culture Compass: A Sector Blueprint” — Join the Presentation on 2 October

Culture Action Europe (CAE) has officially launched "Towards the Culture Compass: A Sector Blueprint," a co-created discussion paper offering a collective vision for Europe's future cultural policies. Ahead of the European Commission's launch of Culture Compass in November 2025, approximately 30 CAE member networks across Europe, including ELIA, have worked together to shape a complementary vision for the sector. 

 

Public Campaign Meeting: Thursday, 2 October 2024, 14:30—15:30 CEST

This online event will present the Blueprint to the sector, feature contributions from authors, and open space for dialogue. This meeting is free and open to all, members are strongly encouraged to attend invite their communities. 

 

Networks collaborated around ten priority topics: 1) artistic freedom; 2) working conditions; 3) artistic research, culture and innovation; 4) international cultural relations; 5) culture and health and well-being; 6) culture and sustainability; 7) cultural participation; 8) access to cultural and arts education; 9) culture and security; 10) culture and digital.

The Blueprint positions culture as democratic infrastructure essential to participation, freedom, and civic resilience. It calls for ambitious EU action, including an Artistic Freedom Act, a Directive on Decent Working Conditions in the Cultural Sector, and a strengthened Creative Europe programme, while urging the of cultural dimensions across policy fields.

ELIA played an active role as a partner in this collaborative effort, coordinating and editing two policy briefs:

  • Artistic Research, Culture & Innovation (Chapter 3), advocating recognition of arts as a knowledge domain within Europe's innovation ecosystems. 
  • Access to Cultural and Arts Education (Chapter 8), highlighting arts education as a driver of equity, participation, and long-term resilience.
