This is a crucial part of ELIA’s strategic goals: ‘ELIA advocates for higher arts education by empowering and creating new opportunities for its members and facilitating the exchange of good practices’.
ELIA serves its members by actively representing them at European and international policy level. ELIA advocates for higher arts education through its own actions (e.g., creating policy papers, publishing statements, responding to EU consultations)
and through collaborative campaigns involving other networks and organisations from the culture and education sectors. ELIA is particularly involved in Culture Action Europe’s initiatives, as it is an active member of the network.
ELIA’s advocacy efforts also aim to empower members by providing information about key political developments at the European level and funding opportunities, as well as formulating arguments for political debate. In spring of 2020, the ELIA Office
started sharing its ‘Advocacy and Funding Updates’. Some of the most important advocacy actions of the last two years are reported below.
Joint Response to the Horizon Europe Coordination and Support Action Calls 2023’. On 29 May, ELIA launched a ‘Joint Response to the Horizon Europe Coordination
and Support Action Calls 2023’, with partner networks AEC, CAE and EMC to urge the European Commission to engage in dialogue with the higher arts education sector and CCSIs in order to adopt a more holistic view on STEAM.
ELIA Stands in Solidarity with the Performing Arts Education Sector in Greece.
As a leading globally connected network for higher arts education, ELIA expresses its solidarity with the students, staff, artists and other cultural professionals peacefully protesting against Presidential Decree 85/2022 in Greece.
ELIA Community Supports Urgent Turkey and Syria Earthquake Appeals for Emergency Aid. We extend our condolences and our support to all those affected, especially to our members Bilkent University, Faculty of Art, Design and Architecture located in Ankara, and Maltepe University located in Istanbul.
Both arts education institutions have students and staff from the affected areas.
ELIA Stands in Solidarity with the Peaceful Protesters in Iran. ELIA strongly condemns all violations by Iranian
government forces of the right to protest, of the freedom of speech and (artistic) expression. We will continue to reiterate ELIA’s commitment against discrimination and the power abuse, and to advocate for a climate of freedom and
peace in which arts education, personal development, international dialogue and exchange can flourish. To take action within ELIA’s own network and direct sphere of influence, an Equity, Diversity and Inclusivity Taskforce and Working
Group were instated in 2021.
ELIA condemns military aggression by Russian forces against Ukraine. ELIA, the globally connected European
network of Higher Arts Education, sharply condemns the military aggression by Russian forces against Ukraine, a sovereign European state. We are saddened by the loss of life and human suffering inflicted by this unprovoked attack which
has no place in the 21st century.
Higher Arts Education Networks’ SZFE Solidarity Statement, in response to worrying policy developments in Hungary concerning free development
of education in the arts, freedom of artistic expression, and freedom of research, ELIA – together with AEC, Cumulus, EAAE, and GEECT – published this statement in September 2020.
The Vienna Declaration on Artistic Research, a policy paper presented in June 2020, advocating for the full recognition of Artistic Research across
Europe co-written by AEC, CILECT / GEECT, Culture Action Europe, Cumulus, EAAE, ELIA, EPARM, EQ-ARTS, MusiQuE, and SAR.
Culture and Education in the MFF and Recovery Plan, ELIA is engaged in advocating for the proper funding and recognition of arts,
culture, and education in the European Union’s Multiannual Financial Framework (MFF) and Recovery Plan, and published a statement to this regard: ‘Culture and Education are Essential to Sustainable and Long-Term EU Recovery’.
Brexit, ELIA has been actively calling on parties involved in the Brexit political debate to strive for a solution oriented towards facilitating broad international
dialogue between students and academics.
New European Bauhaus Partnership, as a partner, ELIA is excited to host and participate in conversations involving ELIA members, their students, and
partner networks on the reimagining of the lived space as inclusive, accessible, and sustainable—a place for enriching cultural experiences. In collaboration with the University of the Arts Berlin, ELIA created international student workshops
titled ‘Agents of Transformation in Art and Design: Student Driven Conversations about the New European Bauhaus".
